These terms and conditions govern the issuance, use, administration and cancellation of the El Dorado Visa Prepaid Card (the “Card”), issued by Lead Bank and operated with support from Bridge Ventures LLC through the El Dorado platform (the “Platform”).

Use of the Card implies full and unreserved acceptance of these terms and conditions.

1. DEFINITIONS

1.1. Visa Prepaid Card: Visa prepaid digital payment method, issued in the United States, without the need for physical support, enabled to make payments in US dollars (USD) in merchants, platforms and digital wallets that accept Visa, in accordance with the conditions and specifications established in this Agreement.

1.2. User : Natural person who has requested and activated the Card.

1.3. Issuing Bank: Lead Bank, a financial institution authorized in the State of Missouri to issue the Card under the Visa network .

1.4. Program Administrator: Bridge Ventures LLC, the entity responsible for managing the operational aspects of the Card. By accepting these terms and conditions, the User is also accepting the terms and conditions of the Program Administrator available at: https://www.bridge.xyz/card-agreements/thera-card

1.5. Platform Provider : El Dorado, responsible for the technological infrastructure that links the User's USDC balances with the Card.

1.6. USDT: Stablecoin issued by Tether Limited, whose value is pegged 1:1 to the US dollar

1.7. USDC: A stablecoin designed to maintain a stable value, pegged 1:1 to the US dollar (USD), meaning 1 USDC is always worth approximately 1 USD. Issued by Circle, it is backed by high-value cash and cash equivalents. liquidity

1.8. Fiat Currency (or fiat money): It is a national currency (such as the dollar or the euro) whose value is not based on a physical commodity (such as gold or silver), but on the confidence that people have in the government and the central bank that issues it, and in the law that declares it legal tender .

1.9. USD: Refers to the fiat currency, the United States dollar.

2. ACCEPTANCE AND LEGAL BINDING

These Terms constitute a legal contract between the User and El Dorado. Acceptance of these terms and conditions is finalized upon requesting, activating, or using the Card or maintaining a balance linked to it.

The Card operates under the Visa network, so all transactions, disputes, refunds and chargebacks are subject to Visa's rules and procedures, in addition to the rules described in these terms and conditions.

 

3. PURPOSE OF THE CARD

The Card is a Visa prepaid digital payment method that allows Users to make purchases and payments in USD on platforms and at merchants that accept Visa, as well as through compatible digital wallets (e.g., Apple Pay, Google Pay). Use of digital wallets is subject to the applicable terms of each wallet, and it is the user's responsibility to review them.

The Card does not constitute credit, a line of financing or an overdraft; its use is limited to the balance that the User reloads onto the Card.

4. CARD ISSUANCE PROCESS:

To carry out the issuance of the Visa prepaid card in favor of the user, the user must:

  1. You must be registered on the El Dorado Platform.
  2. Having successfully completed El Dorado's Level 2 (L2) KYC identity verification process. El Dorado may, at any time, request additional information from the User that is relevant for the proper management of the KYC process.
  3. Having paid to El Dorado the value associated with the Visa prepaid card.
  4. Acceptance of these terms and conditions is implied by the use of the card by the user.

The card is issued only in digital format , linked to the user and the user's El Dorado account. The user may only have one card issued.

5. ADDING FUNDS TO THE VISA PREPAID CARD

5.1. The Card does not accept direct deposits in US dollars (USD) or manual fiat deposits. Its payment capacity is backed exclusively by the USDC balance , which is displayed in USD for reference purposes in the User's Card balance within their El Dorado account. Consequently, deposits can only be made from this balance.

5.2. To make a deposit, the User must enter the Card section within the application, select the “Deposit” option and indicate the corresponding amount, which will be debited from the available balance in the main wallet of their El Dorado account and credited to the Visa Prepaid Card, after automatic conversion of the balance from USDT to USDC for the purposes of use and operation of the Card , reflecting the consumptions in USD for informational purposes.

6. CARD DETAILS AND DURATION:

The Visa Prepaid Card has a card number , security code (CVV) and expiration date , which are assigned to the User personally, confidentially and non-transferably, and must be used exclusively for carrying out authorized transactions in accordance with these Terms and Conditions.

7. CARD USE

7.1. The Card can be used to pay for goods and services at businesses that accept Visa payments, as well as to make payments on digital platforms, solely for personal consumption purposes.

7.2. The User cannot withdraw cash directly with the Card, nor use it for transfers between people.

7.3. The following are prohibited:
a) Unauthorized commercial uses;
b) Illegal activities or activities contrary to regulations or to the provisions of these terms and conditions;

8. COSTS AND LIMITS

8.1. Visa Prepaid Card Issuance Fee: 3.99 USDT, which will be deducted from the User's El Dorado account balance as a one-time charge. El Dorado reserves the right to issue cards at different costs, including $0 as a promotional incentive, at El Dorado's sole discretion.

8.2. Usage Limits: The user may make transactions for a maximum amount equivalent to two thousand United States dollars (USD 2,000) per day. This limit will apply to the total accumulated amount of all transactions made during the same day.

There is no monthly usage limit.

8.3. Any additional fees, costs or commissions will be communicated to the User in advance on the Platform.

9. CHARGEBACKS AND SURCHARGES

In the event of chargebacks, reversals, or improper charges, El Dorado is authorized to automatically deduct funds from the User's El Dorado account balance to cover the obligation.

10. MONITORING, SECURITY AND FRAUD PREVENTION

10.1. El Dorado, the Issuing Bank and its suppliers may monitor transactions to detect fraud, misuse or violations of these Terms.

10.2. If suspicious activity is detected, El Dorado may:
a) Block transactions,
b) Suspend access to the Card.
c) Request additional information from the User.
d) Cancel the Card temporarily or permanently.

11. RESPONSIBILITY

11.1. El Dorado will not be liable for:
a) Technical failures or service interruptions.
b) Rejection decisions issued by the Visa network or processors.
c) Indirect damages, lost profits, or loss of opportunity.

El Dorado only provides the Visa Prepaid Card, but does not hold or manage it in any way. Therefore, any claims the User wishes to make must be directed to the Issuing Bank or the Program Administrator. In the event of disputes, these terms and conditions will apply in conjunction with the Program Administrator's terms and conditions. Under no circumstances may the User contact Visa directly to resolve a dispute related to the card.

12. CARD CANCELLATION:

12.1. CANCELLATION OF THE CARD BY EL DORADO:

El Dorado may suspend or cancel the User's Visa Prepaid Card, temporarily or permanently, at any time and without prior notice, when any of the following circumstances occur, without this generating any right to compensation in favor of the User:

-        Failure to comply with these Terms and Conditions.

-        Improper, fraudulent, irregular or unlawful use or use contrary to the rules of the Visa network.

-        Detection of unusual, suspicious or high-risk transactions.

-        Requirement from competent authorities or the Issuing Bank.

-        Technical, operational or regulatory impossibility of continuing to provide the service.

-     User refusal to provide information or documentation required for verification processes (KYC), security or regulatory compliance.

Cancellation of the Card does not exempt the User from fulfilling outstanding obligations , including chargebacks, surcharges, fees or applicable charges, which may be deducted from the balance of their El Dorado account.

Prior to the final cancellation requested by the User, El Dorado may, at its sole discretion, temporarily suspend the Card in order to verify the User's identity, validate recent transactions, confirm the absence of outstanding obligations, pre-authorizations, or chargebacks, or comply with operational, security, or regulatory requirements. During the suspension period, the Card may not be used to make new transactions, and such suspension will not entitle the User to any compensation.

12.2 CANCELLATION OF THE CARD BY THE USER

When the Visa Prepaid Card is still valid, the User may request its voluntary cancellation at any time, provided that there are no pending transactions, active pre-authorizations, or chargebacks in progress.

Cancellations must be processed exclusively through an express request to the El Dorado Customer Service Department , via the official channels provided.

Once the request is received, El Dorado will be able to:

a) Verify the User's identity;
b) Validate the absence of outstanding obligations; and
c) Process the cancellation within a reasonable period not exceeding fifteen (15) business days counted from the day following the filing of the cancellation request by the User.

 

13. INTELLECTUAL PROPERTY

●      All logos, names, trademarks, images, graphics and software related to the Card and the Platform are the exclusive property of El Dorado or its licensors.

●      The User does not acquire any ownership or transfer rights over these elements beyond those strictly necessary to use the Card.

14. CUSTOMER SERVICE

●      The User can contact El Dorado for:


○      Questions about the Card.

○      Report fraud or unauthorized transactions.

○      Claims or balance adjustments.

●      Channels :

○      Directly on the El Dorado Platform/App.

14.1. Claims

Claims related to the Visa Prepaid Card service may be submitted through the El Dorado website, via the complaints and claims button, or by email to the designated address, either by the User or by a duly identified third party, free of charge. El Dorado will register and identify each claim, assigning it a tracking number that will be communicated to the User through the most appropriate communication channel. When the claim concerns information or services not directly provided by El Dorado, it may be forwarded to a competent third party. In cases where the response falls under El Dorado's jurisdiction, it will be issued within a maximum of fifteen (15) business days from the date the claim is received.

14.2. Disputes over unrecognized charges

In the event of identifying an unrecognized charge on the Visa Prepaid Card, the User should contact El Dorado's Customer Service Department through the previously mentioned channels. This department will perform an initial validation of the information and may recommend temporarily freezing the Card as a preventative measure. If the User decides to formally initiate a dispute, it will be processed according to the applicable procedures of the Issuing Bank , the Program Administrator , or other involved operators, who may apply charges of USD 30 related to the cost of investigating the transaction. In any case, the User will be informed of any additional charges beforehand.

15. ON THE DURATION OF THIS AGREEMENT

This Agreement shall remain in full force and effect while the Card is active and has not reached its expiration date, or until it is canceled by the User or by El Dorado in accordance with these Terms and Conditions. The expiration, suspension, or cancellation of the Card shall automatically terminate this Agreement, without prejudice to any outstanding obligations that, by their nature, must survive thereafter.

 

16. APPLICABLE LAW

The interpretation and scope of these terms and conditions shall be governed by current Panamanian law. Any dispute that may arise under these terms or conditions, or that may derive from the use and operation of the Prepaid Card, shall be resolved in the Ordinary Courts with jurisdiction over Commercial matters and located in the jurisdiction of the Cardholder's domicile.

For Users residing in the Republic of Argentina, the interpretation and scope of these terms and conditions shall be governed by current Argentine law . Any dispute that may arise under these terms and conditions or that may derive from the use and operation of the Prepaid Card shall be resolved in the Ordinary Commercial Courts with jurisdiction in the Cardholder's domicile.

 

17. NOTIFICATIONS OF THE PARTIES

You will receive notifications to the email address or mobile phone number you registered on the registration form.

El Dorado will receive notifications at support@eldorado.io .

 

18. RESOLUTION OF DISPUTES ARISING FROM THIS AGREEMENT

When a controversy arises between El Dorado and You in relation to this Agreement, it will be subject to a direct settlement phase between El Dorado and You for a period of thirty (30) calendar days counted from the notice of the existence of the controversy by one of the parties to the other.

After the aforementioned thirty (30) calendar day period, without us having reached an agreement, the controversy will be resolved by the judges of the ordinary jurisdiction of the Republic of Panamá except for users from Argentina, which will be resolved by the ordinary jurisdiction of the Republic of Argentina.

Only disputes concerning services provided directly by El Dorado will be subject to this dispute resolution. In the case of services provided by the Program Administrator or the Issuing Bank, the dispute resolution clause will apply depending on who the claim is directed against.

 

19. MODIFICATION OF THESE TERMS AND CONDITIONS

El Dorado reserves the right to modify, update or adjust these Visa Prepaid Card Terms and Conditions at any time, including any annexes related to its operation, fees, limits or conditions of use.

Any modifications will be promptly notified to the User through the El Dorado application. The User accepts and acknowledges: 1. That it is their responsibility to periodically review the application for updates to these Terms and Conditions. 2. That continued use of the Visa Prepaid Card, or express acceptance within the application, will constitute full, voluntary, and binding acceptance of the new conditions.
